American Resources for a Secure Future: A National Cooperative Subsurface Assessment Program

The United States’ energy future—from geothermal, nuclear, wind, solar, and hydropower to oil and natural gas—depends on the subsurface, yet it remains one of the nation’s most undercharacterized assets. This report identifies the cross-cutting gaps that limit the nation’s ability to understand and manage its subsurface potential, and advances nine cross-sectoral recommendations supporting an overarching recommendation to Congress: establish a National Cooperative Subsurface Assessment Program.

Urgent, coordinated action through planning, permitting reform, and investment in fit-for-purpose infrastructure is needed to align the two systems and protect the nation from rising outage and cost risks while strengthening long-term grid resilience.
